ISSUE UNDERCONSIDERATION:
Procurement #23-023, Environmental and Demolition Services for Former Andrews Recreation Center Demolition Project

CURRENT STATUS:
In March 2023, Georgetown County initiated demolition activities of the former Andrews Recreation Center structure, consisting of approximately 15,000-sf of concrete block/brick building.  The structure was partially demolished before activities ceased pending a review of a current asbestos assessment for the structure.  Per SCDHEC, the entire structure is considered contaminated with asbestos containing materials (ACM) and will require removal through Abatement by Demolition using wet methods with onsite air monitoring.  

POINTS TO CONSIDER:

1)  The Director of Parks & Recreation has submitted an Emergency Procurement Justification Form in the amount of $340,500 for a turn-key solution and the completion of this work under vendor S&ME, Inc.

 

2)  The recommended vendor was the County's last indefinite delivery, indefinite quantity contractor for this type of work and has performed similar work for the County in the past.



FINANCIAL IMPACT:
This is an emergency procurement authorization.  Funding for this work will come from ARPA funds, GL Account Number 99440.901-50431.1080, American Rescue Plan Funding. Non-Departmental, Other Professional Serv. 


OPTIONS:

1)  Approve emergency procurement to S&ME, Inc. for $340,500.00.

2)  Deny staff's recommendation.



STAFF RECOMMENDATIONS:
Staff recommend the attached emergency procurement be approved for a turn-key solution by the County's last Indefinite Delivery, Indefinite Quantity contractor, S&ME, Inc. for project management, abatement specification plan, demolition services, and demolition summary letter report to complete the above project in a timely manner.
